En résumant et en caricaturant un peu, la commission ne répond pas. (Du moins
officiellement).
Informelement, le point de vue de quelqu'un ayant un compte de courriel chez
cec.eu.int consiste à dire que pour éviter que la consultation ne soit
disponible qu'en trop peu de langue, elle n'est disponible que dans une seule
et unique langue. (Il ne s'agit donc pas de pensée unique, mais de langue
unique.)
Ce à quoi il ajoute la préférence à la créativité de lois par rapport à la
consultation des citoyens.

Toutefois on peu se réjouir du fait que si l'on n'a pas accès à leurs pages, ils
peuvent faire des efforts pour les mettre à notre porté. Ceci est expliqué sur

Merci pour vôtre réponse et pour vôtre interêt à nôtre domaine commun de
travail.

Je vous prie de me permettrer de continuer en anglais; tout d'abord parce
qu'il m'est évident que vous comprenez aussi cette langue. Ensuite parce que
quoique je comprends parfaitement la belle langue de Baudelaire (que je vous
prie d'en utiliser pour me répondre!), je crains que ma capacité de bien
l'utiliser moi même n'aura pour resultat que vous amuser...    :o(

You are right in complaining that (unfortunately) only an english version of
the questionnaire is available.
On the other hand, may I ask you to kindly give me 1 minute of your time to
be informed of the constraints of our work:

- In order to be of any positive effect, this type of initiative (the
Commission Communication) has to be done in a few months. The consultation
itself had to be prepared in 4 weeks (end-November and December) and put
on-line at the beginning of January.

- We have now 20 or official languages in the European Union. There is no
way we can produce working documents and websites in all the official
languages in such time frames... Priority on the use of the scarce
translation resources is of course given to official legal documents, which
was not the case with this consultation.

- By the same reasons, and for the fact that the persons preparing,
launching and analysing the surveys are of course not IT specialists, we had
to use an automated tool to do it, that we could use ourselves, and of
course we had no choice but to use the one available within the Commission.

So our choice was on the following options:

A) Wait 3-4 months and possibly (but not for sure!) have translations and a
more accessible questionnaire

B) Do something "far from ideal" but nevertheless usable in a pragmatical
way and in a realistic (short!) timeframe

The decision was obviously for option B!

We could not run the "diplomatic risk" of having just a small number of
linguistic versions available, which would touch a very sensitive nerve
everywhere, particularly after the enlargement of the Union. English is the
"lingua franca" today for business, commerce and academia... Again the
choice was obvious.

I am delighted to let you know that 3 weeks and a few days after the
consultation was launched, we have exceeded 300 replies, the global mood
being overwhelmingly positive. Of course your concern on the use of english
was explicitly shared by several other respondents (9 to be more precise).

I hope that these explanations can make us hope for a better understanding
from you, whilst of course not challenging your opinion.
